Municipal Corporation Description

Incorporated on April 10, 1956, the Village of Savoy is a home rule municipal corporation with over 8,800 residents. The Village is governed by its residents through a Village President and six Village Trustees; each of whom are elected at-large on 4-year staggered terms. The Village President and the Village Trustees are the Village’s corporate authorities, also known as the Board of Trustees.

The Village President is the Chief Elected Official and the Chief Executive Officer of the municipal corporation. As such, the Village President is statutorily empowered to manage and control all administrative and operational aspects of the municipal corporation. The Board of Trustees, which the Village President presides over, serves as the Village’s legislative body which establishes Village local ordinances; sets Village policies; and approves certain expenditures. The Board of Trustees also confirms the Village President’s appointments for Village’s boards, commissions, and municipal officers.

The Village President appoints, with confirmation of the Board of Trustees, a full-time Chief Administrative Officer, commonly referred to as the Village Administrator. The Village Administrator serves as the administrative head of the municipal corporation and manages the day-to-day operations of the Village. The Village Administrator is assisted by the Village Budget Officer, Village Clerk, Village Treasurer, department heads, and a professional and dedicated staff.
